The Right to Information Act by the Government of India provides its citizens the right to ask the relevant questions to the Government and various public utility service providers. The primary objective was to get rid of certain corruption in India and to promote transparency in the government.
Under the RTI Act, any citizen can seek information, with the exception of privileged or confidential information, from any public or government authority and the authority is liable to respond within a period of 30 days to the application. In case of unsatisfactory or no response within the stipulated time, the applicant can also file an appeal to escalate the same. This includes grievances from any concerned authorities like Passport Office, police for FIRs, IT refunds, even government universities and examination boards, public welfare funds and even for government pensioners.
To make the process easier for the applicants, RTI web portal www.rtionline.gov.in was launched with effect from 21st August, 2013 for allowing citizens to file online RTI applications and first appeals with the online payment facility for fees also. RTI online portal has provided the facility to citizens for filing applications and first appeals in Hindi language also for the convenience of citizens.
However, do note that the official portal only allows for RTIs to be filed for the Central Government.
The website clearly states that it will not accept RTIs for State Government, and they will be rejected if filed through this portal
Scope of RTI for Pensioners:
The Department of Pension & Pensioners' Welfare formulates policies relating to pension and other retirement benefits of Central Govt. Employees. The Central Pension Accounting Office, (which can be accessed here), lets citizens access their pension information and review details required. Similarly, state governments also maintain employee websites with allowances for pension information. They seek to promote welfare of pensioners and serve as a forum for the solutions of pensioners' grievances. They also have a time-to-time revision of the list of beneficiaries to avoid fake pension allowance or prevent pension being still sent to the deceased beneficiary accounts.
Sometimes, such revisions can go wrong and certain names in the list, could be wrongly added to the list of deceased beneficiaries, or the names may be accidentally omitted from the list. Also the widow pensions may not be received on time due to such mix ups.
In such cases, an application can be filed under the Right to Information (RTI) Act of 2005 seeking to know the status of the beneficiary names and the pension and other required information.
